The history of crime indicates that the criminals have always been placed in custody. Placing criminals in prisons ensures that society becomes safe from witnessing further crime. Whenever criminals are released from prisons the law-abiding elements of the society become concerned about their safety and protection. The criminals who are particularly violent are restricted in committing more crimes by remaining in prisons. The criminals in jails are under corrective action plans that provide them the requisite training and guidance to obey the rules and laws of the land. Whenever the incarnation is implemented the crime rate drops and the criminals remain under strict supervision. Jails and prisons play a vital role in providing the criminals the opportunities to mend their behavior and attitude towards society and learn how to meet the social obligations. The criminals who are released on parole do not change much because they are left at their own to act in limited supervision. This kind of supervision does not ensure the change of behavior in the criminals. The society that leaves the criminals open, face tremendous amount of problems. The criminals start committing the crimes again and remain a source of trouble for the society and the law enforcement agencies. A large amount of offenders who are released prior to completion of the term of punishment on parole or probation involve again in the breach of law activities. According to Bureau of Justice Statistics 67.5%offenders out of 272,111 persons, were rearrested for committing new crimes within a time frame of three years and 25.4 % were awarded the punishments again and were sent to jail [(BJS) June 27, 2005]. The same report also indicates that within three years of release the 2.5 % released rapists recommitted the same offence.............
