During session of the Senate on 24 January 2005 Mr. John Ensign introduced the Children Custody Protection Act (S-403) in the Senate. This bill was intended to modify the title 18,US Code, to forbid taking minors across State lines in violation of laws having need to involve parents in abortion decisions [Traditional Values Coalition]. 22 republican members of the senate also supported the bill and the bill was referred to Committee of judiciary. The Senate majority leader Bill Frist and other republican senators listed this bill in top ten priorities for the year 2005. Some 50% of the states already have the parental consent law in effect [The Child Custody Protection Act]. Minors traveling or being transported to other states that do not have the parental notification requirements often violate these laws. In order to guard the interests of the minor girls and the rights of the parents, the Congress had an obligation to control the interstate movement activity. In the bill is suggested that under section 8 it would be a federal offence to carry a minor across state line for an abortion without fulfilling the requirements of Parental Notification Law in effect in the home state. The public already heavily supports the parental notification. In a survey of about 1000 adults conducted in April 825 disagreed with the idea of taking the minor girls for taking across the state line to obtain an abortion without the consent of the parents [National Right of Life].

“The administration strongly supports house passage of HR 748, which would protect the health and safety of minors by ensuring that valid and constitutional state parental involvement laws are not circumvented............
