In 1987, at the height of Gorbachev’s attempt to humanize communism, a high-ranking Kremlin official told Secretary of State George Schulz, “They are going to make ytheir worst fears come true. They are going to deprive you of an enemy”(Arbatov, 1987). Few in the foreign affairs establishment realized how prescient this remark would be. Americans pride themselves on having a big country. They love to Think Big. They admire those of their leaders that possess and demonstrate this ability. There’s a reason why they call their Chief Executive the President, and not the CEO; despite their intrinsic mistrust of centralized government, they expect the occupant of the White House to understand and harness the broad forces of history that affect their standing and leadership in the global community. Conversely, Americans abhor a technocrat, a tinkerer so absorbed in details that the broader view is lost. They have historically wanted leaders who harness the whirlwind of events and tame it to their national advantage. The United States has had little patience for leaders who react passively to foreign events. Despite their traditional and recurring isolationism, the leaders who have most captured their national imagination are those who have looked outward, not inward, have stressed their interdependence upon events beyond their shores and tapped the deep stream of idealism within their society. As in the 1970’s, the present political establishment of both parties has dismally failed to articulate a foreign policy, which speaks to the essential character of the American psyche. Just as they love to Think Big, they also need a Big Enemy to focus their energies and mobilize their restheirces. This identification and personalization of a threat to their lives and principles is a key element in every successful U.S. foreign policy initiative of the 20th Century................
