Introduction
Every century has witnessed the emergence of a dominant country that has possessed the power and the will to dominate the world system. In the seventeenth century, France dominated under Richelieu. In both the eighteenth and nineteenth centuries, England possessed a global empire. Now, in the twentieth century, the United States has emerged as the star of the international world stage. With such power comes responsibility. With such responsibility comes the impetus to look to history as our road map to the future. Often, imperialism has caused the downfall of a nation. The Bible gives a blatant clue to this when it says in Matthew 16: 25 that whoever seeketh to gain his life will lose it. A nation whose main concern is its own interests is destined to fail eventually. One can see this in the rulers of Europe who failed to govern with wisdom and ravaged most of Europe with wars and repression. The U.S. has thus far been a different type of leader. According to President Wilson, the U.S. has sought to lead the world out of the jungle of war into a new era of peace (O’Hanlon, 2001).
At present, there is much talk about the unparalleled strength of the United States on the world stage. Yet at this very moment the most powerful country in the world stands to forfeit much political capital, moral authority and international goodwill by dragging its feet on the next great global issue: the environment. Before long, the Bush administration's apparent unwillingness to take a leadership role - or, at the very least, to stop acting as a brake - in fighting global environmental degradation will threaten the very basis of the American supremacy that many now seem to assume will last forever.............
