Although the term government can be tailored to mean various things depending largely on the nature and structure of the government system that is being employed; the basic idea is that it is a district that has authority and power of self-governance. Generally the government is accountable to and share responsibility with the people of the country for nation building.
Jimmy carter made a proposal, which later became the basis of the Ethics in Government Act of 1978. He stated that the law should guarantee the American people that the government is dedicated entirely to the interest of its public’s well being. It should do this by generating long-range safeguards to protect against the disagreements or conflicts of interest as well as against the abuse of public trust through government officials.
Moreover, Calvin Mackenzie analyzing the 1978 law and the historical regulations that administered the regulations of executive officials; came to a conclusion that federal ethics policies have miserably failed to bring to fruition their claimed aspirations. He presents numerous failures to illustrate his notion.
One such failure of the government can be seen in the Abu Ghraib prison scandal. Starting in 2003, the world heard a series of accounts of various and inhumane abuse and torture of the prisoners of war that were being held in the Abu Ghraib Prison located in Iraq. It is also called as the Baghdad Correctional Facility.
The American nation which once raised voice against prisoners of war in Vietnam and subsequently carried out the famous Son Tay raid was gripped in a scandal unable to provide satisfactory answer to the world.
It was the American soldiers that carried out these inhumane acts. These American soldiers were part of the military police force at the Abu Ghraib prison. It is these soldiers that took pictures...............
