Essay on Texas and Its Urban Problems
During the 1970s and early 1980s, Texas cities participated widely in the economic growth of the state. Since then, however, adverse economic trends brought many of the problems associated with older urban areas outside Texas. Urban problems in Texas may be seen as by-products of the population increases of the 1970s through the early 1980s. The main urban problems in Texas are:
- Graying of Texas Cities
- "White Flight"
- Declining Infrastructures
- Crime and Urban Violence
- State- and Federal-Mandated Programs
Between the 1970s and the early 1980s, Texas cities’ growth rates soared, as new residents from throughout the nation were attracted by low taxes, pro-business traditions, few labor unions, abundant work forces, proximity to natural resources, and city governments that favored growth and development. By the late 1980s, economic conditions were dramatically changed, and many problems of urban living were apparent, including:
- Aging, or greying, of urban residents, and loss of property taxes because of property tax exemptions of those over 65 years
- Shifts of a large number of whites to suburbs leaving behind larger proportions of the minority population who fall below the poverty level, needing increased services with lower property tax receipts to support their needs
- Infrastructures of streets, bridges, water and sewage systems, libraries, etc., all of which need major renovations or modernization, though funds are increasingly limited
- Crime rates that increase as the city deteriorates, and with police departments and judicial systems unable to meet the demands of the increased work loads
- State and federal program requirements to comply with national mandates, at the same time as federal funding programs slip to all time, twentieth-century, lows. (Blodgett, 1989)
