Anyone running for president has to heave a lot of money. However candidates with a realistic probability of winning the election ought to accumulate mammoth sums for their campaigns. President Bush and Sen. John Kerry, for instance, raised a sum of almost half a billion dollars in private contributions during the presidential main season. They did so under augmented contribution limits mandated by the Bipartisan Campaign Reform Act. As the Republican and Democratic nominees, Bush and Kerry each received $74.6 million in government funding for the general election. In return, they cannot raise or spend personal funds after accepting their party's selection. They were entitled to government similar funds during the primaries, however turned them down to free themselves of federally mandated spending limits. Their decision (and that of Howard Dean, who also discarded matching funds) helped to make this presidential election the most expensive in history. (WILLIAM SHAOUY)

With less than a month remaining awaiting the 2004 presidential election, America was drenched with reminders that the most significant, nationalistic thing citizens can do is getting out and vote. There are a lot of fine reasons not to vote, possibly the most understandable being that your vote doesn't matter. The simple fact is that no presidential election in history has come close to being decided by one vote. Rather, the impetus behind the drive to increase voter turnout is far more ideological than practical. Many advocates recognize their individual vote is impotent but believe that by collective action they and their peers can make a difference. Still more believe that voting is an integral part of social consciousness and that not voting demonstrates a lack of patriotic participation and weakens one of the most important institutions in American government. While there are many interesting arguments for participating in the presidential election process, they all fail to recognize that making the informed decision not to vote is a viable option.........................
