Health and Human Services, Department of, executive department of the United States federal government, charged with administering a large assortment of programs in the fields of health care and social services. It was established in September 1979. In the 1994 fiscal year the Department of Health and Human Services had a budget of about $484 billion and more than 125,000 employees. It is the executive branch of government most involved with the basic human concerns of the population; its programs affect nearly all citizens. Enduring care has become a major issue in the nation especially because of the substantial demands for long-term care services projected for the Baby Boom generation as well as the ongoing needs of special populations such as young disabled people or AIDS patients. The Agency for Health Care Policy and Research has prioritized five inter-related and overlapping areas for research related to long-term care, which are discussed. As the twenty-first century draws near, long-term care is an issue of major importance in American society. The impending aging of the Baby Boom augurs an enormous increase in the demand for long-term care services, even as other special populations persons with developmental disabilities (DD), the younger disabled, and persons with chronic diseases such as AIDS, emphysema, and diabetes will have ongoing services needs.
