OSHA safety regulations are constantly changing, as the need for improvement concerning safety in the workplace changes. OSHA, which stands for the Occupational Safety and Health Administration, is a large organization administered by the Federal government, which consists of 2,100 inspectors nationwide. OSHA has over 200 offices in the United States, with a large workforce, including engineers, complaint investigators, educators, physicians, writers, and technical and support staff, in addition to the large number of inspectors.

The goal of OSHA is to make sure that every man and woman in America has a safe place to work. OSHA inspectors work with companies to find weaknesses in their safety plan, with suggestions for improvement. When businesses do their part to stay up-to-date with the latest Osha Safety manual, everyone benefits, including employers and employees (Charles, 1999).

Under OSHA states are not allowed, without permission of the Secretary of Labor, to promulgate any laws that regulate an area directly covered by OSHA regulations. They may, however, regulate in areas not governed by federal OSHA regulations. If they wish to regulate areas covered by OSHA regulations they must submit a plan for federal approval. The amount of state regulation varies greatly. California is an example of a state that has chosen to adopt many of its own regulations in place of those promulgated under OSHA.

The influence of OSHA affects not only what gets done, but also how it gets done. Capital expenditures are an example. Having the clout of an OSHA regulation behind a request from a safety manager can get things done without having to do the usual cost justification work that any other department would have to do to request funds (Tricia, 2001). This has possibly contributed to the thought that workplace safety is centered on complying with regulations for safety training, equipment, and so on. At least, this gets a lot of good things done....
