A proposed $750 million power line that would bring 2,000 megawatts of electricity from Canada and upstate New York to Westchester and the metropolitan area will be unveiled today.

The project is being pushed by a year-old venture firm, Conjunction LLC of Albany, and is aimed at bypassing the transmission bottleneck that limits the amount of electricity the region can receive from upstate, New England and New Jersey. The proposal will be presented by company founder Steven Mitnick for about 100 federal, state and local officials invited to the meeting at the County Center in White Plains.

The power line would stretch 140 miles from New Scotland, near Albany, to Manhattan and would be above ground along the Amtrak railroad's right of way or buried elsewhere in underground cables. Despite the line's high cost, Mitnick said yesterday that the electricity would be cheaper than the power produced at Indian Point and other power plants in this area.

"In Westchester and New York City, the cost to generate electricity is an average of $50 per megawatt hour," Mitnick said. "But the cost to generate electricity upstate, where we would be getting it from, is an average of $25 per megawatt hour. So even with our expense, the use of our service will be cheaper than it is now. We estimate savings of over $100 million a year in New York City and another $100 million in Westchester County."

Conjunction's power line would use direct current, rather than the standard alternating current produced by power plants and found in American homes. Mitnick said the direct current would be converted to alternating current before it is sent into the regional power lines operated by Consolidated Edison.

"We use direct current because it removes an issue some people have concerning the electro-magnetic field around transmission wires," he said....
