The States where the computer laws are enforced can take action directly where the offences falls under their jurisdiction. The rise in use of computers has also caused raise in computer related offences. The offences are generally related to the breach of private security, frauds, children pornography and threats. The computer crimes also include such publications that are harm full to the national integrity and harmony. When the need was felt the necessary legislation was carried out in USA. It was in the month of March 2002 that US department of justice FBI declared that over 89 persons were charged on account of child pornography through Internet. The law under USC 18 chapter 117 sections 2421 primarily deals with transportation for illegal sexual activity and related crimes. This section prohibits transportation of any body in interstate or foreign commerce or in any territory or possession of the United States with intent to involve the individual in prostitution or in any sexual activity. The coercion and enticement, transportation of minors, filing factual statement about alien individual, use of interstate facilities to transmit information about a minor, repeat offenders and offences related to child pornography are also included in this chapter.
After regular revisions and amendments section 2421 has also been enacted in to child sexual abuse act 1986. The rise of the children pornography through photographs and computers, it had become a profitable industry and was operated by groups of organized crime and the desire to exploit the children was openly advertised. Thus there was a requirement to provide protection to children from harmful psychological and emotional effects. The children pornography was therefore considered as sexual abuse because this can be used for haunting the children in future as well....
