According to proper researches and statistical data available, studies have concluded that boys and girls do have profound variances during reading text and solving mathematics. This is mainly due to biological differences, deriving from genetical differences. This is not something new as it has existed since the inception of man on earth. Even when development did not take place girls were expected to gather objects, while the boys hunted. It is the difference between the traits possessed by both the genders. Basically according to observations girls are considered to be extremely tactful with visual cues and so are good with reading. The question of whether the current special education system should be preserved or radically reformed has been a central issue in American education for decades. Historical events, legal developments, social circumstances, political movements, and educational trends have spawned a variety of school reform proposals such as the Regular Education Initiative (REI), Inclusive Schools Movement, and Full Inclusion. A common thread among such reform proposals is their emphasis on special education placement matters. In fact, a review of many special education reform movements leaves one to ponder whether special education reforms are more concerned with where students with disabilities receive services at the expense of the academic educational outcome of these placements. Research addressing the efficacy of pull-out versus general education placements for students with disabilities has been used both to support and to oppose the traditional special education model.

Unfortunately, despite years of debate, the field has not reached consensus regarding how or where schools can best educate students in need of special education. Moreover, language in the 1997 reauthorization of the Individuals with Disabilities Education Act (IDEA) to ensure that students with disabilities have "access to the general curriculum" has generated further confusion. Regardless of motive, it is clear that increasing numbers of students with disabilities are, and will likely continue to be, educated in general education settings. Calls for special educational reform have been widespread in efforts to ensure that students with disabilities receive appropriate educational opportunities in the least restrictive environment. Madeleine Will's (1989) call for the National Commission on Excellence in Education to "chart a new course which would help us to correct the mistakes of the past" (p. 411) prompted demands for the restructuring of regular and special education along with modification of the roles of each in addressing the needs of students with disabilities. ...........
