There may be an occasional Goering, or Mussolini, to boast of the inherent virtues of war; even they, it may be suspected, have ulterior motives, and do not consider war itself as desirable or virtuous. There are many who, while hating war, feel nevertheless that its use upon occasion is justifiable. But persons who approve of war as a desirable institution are rarely to be found. Why, then, do we have war?
It is a vexing question, which leaves many a person impatient, and inclined to put the blame upon human depravity. Original sin, however, is not the answer, for war is simply a method, a weapon, which may be used for a good purpose or for a bad purpose, but which is not an end in itself. Like a sword or a gun, it cannot itself be described as sinful; the sin is to be found in the person who uses it, or in the motives for which it is used. Few people realize this fact. Most are content to hate war itself, and they apparently expect the curse to disappear simply because they hate it. If it were this simple, war would have disappeared long ago. But war is an ancient and well-established institution, with its roots deeply fixed in the past.
