Drug testing programs in the workplace can succeed only if they have been planned carefully, implemented consistently and enforced uniformly. When formulating a policy governing such a program, employers should seek the help of legal advisors, medical representatives, union members, human resources staff and other people. The prime objective of any testing program should be the safety and security of workers, customers and visitors. Once a plan is developed, all affected parties should be notified and employee assistance programs should be established.
The consequences of drug abuse in the workplace range from accidents and injuries to theft, bad decisions, and ruined lives. Employers have been forced to strike back. Many business leaders have concluded that the threat of drug abuse on the job can be answered only with tough, consistent drug testing programs. The first step for a company considering drug screening program is ascertaining whether drug abuse is a problem n the workplace. Employers must be able to identify whether workers have drug abuse problems. Indicators of substance abuse within the company such as increased absences, decreased productivity, impaired judgement, and accidents can help the employer determine the extent of the problem. In formulating a drug testing policy, an employer should use a committee approach, working with human resources, medical staff, union representatives, security and occupational health and safety staff, and legal advisors. Interdepartmental participation will ensure that the policy makes sense and that it will be widely accepted. It should be motivated by the employer's concern for the safety and security of employees, customers, and visitors. (Harrison Trice and Paul Steele)

Management can use the company safety and health program and employee manuals to communicate full support of the drug testing policy. All persons affected by the policy should be notified well before the policy is implemented....................
