In the history of terrorism one of the most recent evoking events has that been of the September 11th attacks in the United States of America. The United States suffered a surprise attack which surpassed Pearl Harbor the number of injured and dead people. The attack on September 11th, 2001 caused the death of more Americans on the continental United States in one day than at any time since the Civil War. This second attack on the World Trade Centre, the first was in February 1993 proved that the United States was no longer safe from terrorism on its own shores.
This tragic event has set an example as to how many innocent lives can be adversely affected with acts of terrorism. The consequence could just not be in terms of economical loss, but also extreme emotional disturbances due to loss of human lives.
Terrorism today is a worldwide phenomenon. When viewing terrorism from the desired effect and not by the political goals of the terrorist, terrorism becomes easy and to understand and define. It is basically the use of violence to create fear in the larger audience in order to create change in that larger audience. The United States Code used for the State Department annual report on global terrorism defines terrorism as follows:
Terrorism is premeditated, politically motivated violence perpetrated against noncombatant targets by sub national groups or clandestine state agents”. (22 USCA,1987)
The code of Federal Regulations defines terrorism similarly:
“Terrorism is the unlawful use of force and violence against persons or property to intimidate coerce a government, the civilian population, or any segment thereof, in furtherance of social or political objectives” (22 Code of Federal Regulations).
