There are various forms through which we can explain the difference between the global engagement and global retrenchment but I will take only two or three aspects to clear my point of view.
When we talk about the global engagement from the perspective of U.S. companies then most investors and policy makers don't understand how U.S. companies operate and compete in the world economy today. Trade and exports are the most popular forms of global engagement, but not only this but foreign direct investment and the strategic utilization of foreign affiliates are the primary means by which U.S. firms compete in world markets. Successful U.S. global leaders are "insiders" in various markets around the world and do far more than serve foreign markets via exports. Only through understanding this more accurate "global engagement" will people have a true understanding of the global economy and today's business opportunities.
When the point is towards the cooperation and security the contributors identify the trends motivating the movement toward cooperative security and analyze the implications for practical policy action. They examine the problem of controlling advance conventional munitions analyze an integrated control arraignment, discuss international principles of equity and their relationship to problems of security, and offer regional political perspectives while considering social regional security problems. With the altered security environment, cooperation has clearly become the new strategic imperative. Policymakers are challenged to dispose of large arsenals of conventional and nuclear weapons and redirect their efforts to support preventative management of security conditions.
