Due to the requirement of current international politics, the old principals of world politics have radically changed in last few years. A glance over the developments shows that the disintegration of Russia and Emergence of European Union has made the greatest contribution in bringing about change in the global political culture. So long as Russia was a potential threat for America the world Politics had a different pattern. But with the disappearance of super-power rivalry, America has assumed the role of a monitor attending to every important affair everywhere in the world.

The disintegration of Soviet republic into fifteen different states was in reality the downfall of the Russian Empire. Each Empire undergoes the natural dynamic forces, i.e. rise of a particular nation, conquest of surrounding nations, conquest of outer nations, overextension, and collapse.

By the 1990s, all empires had collapsed except the Russian (USSR), and the Hindi Empire (India). Since each empire undergoes the natural expansionist tendencies, the neighboring states come under extreme pressure and they take defensive action through alliances and association with major states who also share the will to contain further expansion.

The collapse of Soviet Union came about partially as a natural consequence of the empire cycle but the speed and the intensity of the collapse was aided by the imposition of severe external social, economic, political, and military burdens.

It is worth stating the obvious point that from the time of Stalin, if not before, the real religion of Soviet Communism was not ideology, but power: a point made by Gorbachev on a number of occasions. Whilst there were, to be sure, principled, even idealistic, reasons for setting up what comes to be called the ‘command administrative System’ of the economy, its irresistible attraction to those who took charge of it was doubtless......
