A) Introduction
The debt has progressively increased in Third World countries. The poorest countries had been in arrears with their commercial and bilateral debt, but had to continue to service the debts of preferred creditors. But, by the early 1990s, a number of countries had begun to face difficulties so deep that the conventional rolling over of debts (that is, borrowing more to pay the existing debt) could not deal with them, and repayments of multilateral debts were threatened.

Poverty, hunger, Third World debt and environmental deterioration are factors that are fits into international protection of human rights as it is international problem and people of third world countries suffering because of this.

B) Research Question
Possible Causes of 3rd world debt and poverty the crisis showed that development strategies being followed in some countries in the late 1970s and early 1980s were unsustainable. A combination of overvalued real effective exchange rates, internal inflation, and large public sector borrowing proved incompatible with an external environment of volatile commodity prices, interest rates, and exchange rates. Some debtor countries, following less inflationary and more export-oriented policies, escaped the worst of the crisis, which was largely located in Latin America and Sub-Saharan Africa (Brand, Horst 1994).

The crisis also showed that there are major costs to all parties when international public policy is incompletely formulated. The crisis owed some of its origins to debtor country penchants to avoid multilateral lending agencies. It owed some of its longevity to the unwillingness of developed countries to use these agencies in global debt relief schemes.

Much change has occurred in the economic policies of debtor countries. The case-by-case approach adopted by creditor countries, multilateral institutions, and commercial banks permitted them to maintain pressure for policy changes. The ability to exert this pressure was one reason.......
