Introduction
Healthcare and medicine have come a long way in the past fifty years with much progress, availability of new techniques and use of the latest technologies including telecommunications, networking and the internet. Networking and telecommunications technologies are used primarily to be able to communicate rapidly with specialists, exchange patient records and for the remote examination and diagnosis of patients in a remote rural or urban setting when it is difficult for the patients to visit the specialist doctor and the doctor cannot come to the patient. The travesty of distance is overcome most conveniently with the use of modern telecommunications, networking and internet environment. The internet with its ability to provide email communications, file transfers and audio as well as videoconferencing capabilities is most suited to be used in healthcare situations where a local doctor may think that a specialist can assist in the care of a patient (Wintergreen, 2001).

Wireless Local Area Networks, mobile handheld devices, mobile phones and the PDA or the Personal Digital Assistants all keep doctors and emergency workers linked to the central hospital and advice, consultation, emergency consultation or attendance requests can be made urgently. Not only is it possible for the doctors to stay in touch and exchange information using the telecommunications network, but it is also possible for them to conduct medical research related to the treatment of a patient or for a condition by accessing the databases of knowledge and website repositories of reputed health organizations and medical journals very quickly. To present an example, if it is desired to consult the experts about the treatment procedures of a newly discovered disease such as the Severe Acute Respiratory Syndrome, SARS virus which is will be very actively investigated at the Center for Disease Control in Atlanta, then the latest information can be accessed from the center’s website or an email request for assistance can be made if it is considered desirable (Michael, 2001)...................
